Open forum question: a day is a year and a year is a day

How is it that the supposedly devine rule where god says "Be not ignorant of one thing, a day is like a thousand like a thousand is a day" or something very close to that. My question is how do you know when to apply this rule and when not to apply this rule?
You apply this rule primarily to the statment god said to Noah about getting into the arc, "You have seven days to get into the arc before I destroy the world" or somethign very similar. So you believe this means the people of the earth from this point forward have 7k years before the end of the world. Ok, I guess you can apply that to the statment, but why only that statment, is there a reason?
Also how does the rained for 40 days and 40 nights, should that be 40k days and 40k nights?
